I'm running XP x32; Its no shared line and I'm not using a router.

Ok well your ping times looks great  the only other thing I could think of why you are slow is this.  Do you know how far you live from the central office ,or a remote terminal? the further away the slower you will be..    If no call the isp up they should be able to tell you

Also put your network card in 100 full duplex mode   Try turning the modem of for about 10mins see what happens aswell.   The link is a guide on how to change the duplex.   One last thing try reinstalling your network card drivers ,or see if there is a more current one at the manufacture's site.

Another item... Are you sure the DSL company has there equiptments WAN set to 100 instead of 10

I didnt notice How far you are from the CO.. SDSL will drop off based on distance at least it use to.. On fiber I dont have that info. But it use to be that you didnt want SDSL over 8000 feet.
But personally I think the company needs to look closer at your setup in distance and the card your into at the CO.

Personally I wish I new more about "InterNLnet BV" and there policy.
Such as some policy's here will state that if the ping is low and your able to surf its based on the best connection you can get..
Also even if your on Fiber is it a shared connection at the CO similar to Cable. and or are you on a repeater to make it look like your close to the CO.

Please let us know if that changes in the settings helped some and what your Com[pany is doing about the speed and your distance.. Real intrested to find out
